Chang device name using tmsh
How to change device name from default bigip1 under devices using tmsh?

can you try tmsh mv command?
root@(ve11a)(cfg-sync In Sync)(Active)(/Common)(tmos) mv cm device ve11a.acme.local ? Identifier: [object identifier] Name of the device - Michael_Skreeno

Confirmed works in 11.5.1 HF7
From Bash (same works inside tmsh without tmsh preceding the command):
tmsh mv cm device tmsh mv cm device initial.device.name new.device.nameA few services restarted in my case and the device name was now changed.
NOTE: This does not impact the hostname... that is:
tmsh modify sys global-settings hostname OR tmsh modify cm device hostname- bcrogerz

tested in v11.6 - the tmsh sys global-settings commands works in changing the hostname immediately.

[admin@roger:Active:Standalone] ~ tmsh modify /sys global-settings hostname dc1utilf5ltm16a.net
