One of our customer created a APM policy and added an extra ending which is a redirect. Something went wrong and now customer has Allow, Deny and Deny 1 as endings and wants to change the De...

Did you try to just delete this ending (deny 1) without deleting the full APM policy. Then create a new wanting ending (redirect).
in any case you are not supposed to have a java error that tells you that a value is null. I advise you to open a ticket if you want to know the root cause of the problem.
The only times I had similar problems,It was when I working on policies that I copied (several copies on the same device)...
Maybe kevin can check in F5 internal base...
