can we ping or telnet to the VIP when the back end servers/pool members are down ?

Hi Team ,   can we ping or telnet to the VIP when the back end servers/pool members of that VIP is down ?   Regards , Chethan

Ping will work but telnet doesn't work in case of Performance (Layer 4) VIP down.
