Can we have port 80 vip with ssl server on F5 and pool member with 443 ?

Yes, you can.

If you use http profile, you must add server ssl profile.

If not use, don't add server ssl profile.

If there is no VIP with 443 how will this connection work ?

If user tries with https://VIP IP , F5 will have just 80 port , so connection should drop by default right !
