Can this i-rule be used in this manner in an LTM traffic policy "In the GUI". Also, can it be sent to the pool directly in this manner, without having to define an HSL publisher.

Yes you can, but I don't recommend you to do that. Using iRules sentences at policies don't give you any improvement than using iRules.
The best option in your case is to use a request logging profile instead of an iRule. This will increase your performance.
