Can not create vlan in F5

Please see below picture. The vlan cannot be created in F5. What is wrong? Anyone can give me suggestion? Thank you

I got the below output after using that commands. I do not know whether it is not in the normal mode? The vlan is for routing purpose. Thank you

 

[admin@LAB-LTM-6:Standby:Awaiting Initial Sync] ~ list net interface

 

-bash: list: command not found

 

[admin@LAB-LTM-6:Standby:Awaiting Initial Sync] ~ show net interface

 

-bash: show: command not found

You'd need to run the commands in TMSH. Enter tmsh at bash prompt.
