Cache-Control

I have two identical sites configure on two different bigip’s (same hardware & code) but comes up with different Cache-Control.     Site 1 >>> Cache-Control=no-cache="set-cookie"   ...

My guess is big ip is not a good place to do cache control ( just a thought ) it should be at web layer like apache
