Have you tried restarting (cold start) and setting the management IP via LCD?

I have power cycled it several time. I am unable to do anything on the LCD because the only option that shows up is Options which only lets me select whether I see Heartbeat symbol or set the Contrast of the LCD Panel.

Basically the Front Panel LED reflects the status of the boot process. If you are unable to load the F5 operations system the LED reflects no information. You need to console in and look at the status of the boot sequence. In my case I had a corrupt image on the drive. I installed the F5 OS to a USB and re-installed it to the drive.

I had a configuration item in an access policy that 11.6 didn't like. Instead of ignoring the option or setting it to the default, it refused to load the entire config. Here's the error:
Attribute max-in-progress-sessions in profile access (/Common/networkAccess) is set to old default value of 0.New default value for max-in-progress-sessions is 128.
I changed the attribute to 5 instead of 0. Waiting for another attempt to reload the config in 11.6.
