BigIP VE ignoring VApp properties?

I have an issue that I've been banging my head against for a bit. Following these deployment docs I've been attempting to use VApp properties to set the credentials, mgmt address, and gateway as indicated and it appears that the BigIP picks them up but never applies them.

 

(don't worry those are test creds and hashed to boot)

 

It lists the properties in the correct file but the passwords are never applied and neither is the static ip addressing.

 

I am on esxi6.5/vcenter6.5 using BigIP VE 13.1.0.8.
