Forgive my ignorance as I am pretty unfamiliar with the technoligies available in the BigIP appliances.

Sure, you can do this by using priority groups in a pool. Set the member you want to receive all the connections to a higher priority and it will receive all the requests. Set the minimum active members to 1. If the monitor marks that member down, the other member will receive all the requests. When the first member comes back up, it will again receive all of the connections.
This is described in SOL2422 (Click here), the help page for pool configuration page in the admin GUI, or the BIG-IP Reference Guide for your version.
Also, in addition to pinging the member IP, you might want to add a port-specific UDP monitor to make sure the service is up.
