BIGIP LTM failed to start with config after upgrade
Good day, I have just upgraded a BIGIP LTM from version 11.3.0 to 11.5.1-HF2 and it rebooted without the right configuration file. During the boot process I get the following message: License is not operational (expired or digital signature does not match contents). /usr/bin/tmsh -n -g load sys config partitions all" - failed. -- 01070356:3: QOS and TOS tagging feature not licensed. Unexpected Error: Loading configuration process failed. I then ran the command: tmsh load sys config Loading system configuration... /defaults/asm_base.conf /defaults/config_base.conf /defaults/low_profile_base.conf /defaults/low_security_base.conf /defaults/policy_base.conf /defaults/wam_base.conf /defaults/analytics_base.conf /defaults/apm_saml_base.conf /defaults/app_template_base.conf /defaults/classification_base.conf /defaults/daemon.conf /defaults/fullarmor_gpo_base.conf /defaults/profile_base.conf /defaults/sandbox_base.conf /defaults/security_base.conf /defaults/urldb_base.conf /usr/share/monitors/base_monitors.conf Loading configuration... /config/bigip_base.conf /config/bigip_user.conf /config/bigip.conf 01070356:3: QOS and TOS tagging feature not licensed. It seem that the license did not transfer to the new partition How can this be done?

Did you re-activate your license before you upgraded? If not, and assuming you are in the functional 11.2.1 volume, run "tmsh show sys license | grep Service". The check date should be past 2013-12-05 (http://support.f5.com/kb/en-us/solutions/public/7000/700/sol7727.html) - Only reactivate on a standby system as license reactivation may reload the configuration.
Once that is done on the 11.2.1 volume, copy your config from the v11.2.1 volume to the v11.5.1 volume using cpcfg http://support.f5.com/kb/en-us/solutions/public/14000/700/sol14724.html

This is exactly what I needed to do. I did not know that the license had to be re-activated. Thank you very much.

it helped me as well.
