BIGIP LTM failed to start with config after upgrade

Good day, I have just upgraded a BIGIP LTM from version 11.3.0 to 11.5.1-HF2 and it rebooted without the right configuration file. During the boot process I get the following message: License is not operational (expired or digital signature does not match contents). /usr/bin/tmsh -n -g load sys config partitions all" - failed. -- 01070356:3: QOS and TOS tagging feature not licensed. Unexpected Error: Loading configuration process failed. It seem that the license did not transfer to the new partition How can this be done?
