This is an AWS issue in so far as it looks like its requiring you to manually accept some terms and conditions before you continue. Are you on the latest version and hotfix?

I will add HF1 tommorrow but when i read release notes only change seems like Big-IQ shellshock vuln fix. But i try tommorrow.

Btw this seems like it doesnot apply to new customers and I am not a new customer. I deploy to amazon to learn Big-IQ

By the way Why when i try to create new device on Big-IQ, I can only able to see this ami to deploy? On videos and presentations I have when they try to create a new Awd F5 Bigip instance there is like 10-12 different optional ami listed but when i try to create a new device I only see this ami to deploy which is, F5 BIG-IP 200mbps Lab License ?
Could that be the reason that I work on lab license on Big-IQ side?
Thanks

You should have many options for AMIs.
If you've never deployed the AMI type you are trying to, perhaps that's why you need to accept the t&cs and subscribe. Perhaps do that first manually without actually launching an instance (or just for a short time).
Based on my experience running BIG-IQ v4.4.0 so far, it's a far from complete or reliable product unfortunately.
