BIG-IQ and SSL Certificates

I'm configuring a new BIG-IQ system, version 4.5, and I am having trouble seeing all the SSL Certificates. It appears to show the certificates in the common partition, but not in my user defined partitions. Does anyone know if this is expected behavior?
