BIG-IP rate-limiters

Hello everyone,

 

Is there a technical document describing the rate-limiting methodology that the BIG-IP uses? There's barely a mention of the feature in either the 10.x Implementations guide or the 9.4.x Network and Security Management guide.

 

It seems to work very poorly. Rate-limiting is far too aggressive and the limits my client software sees doesn't seem to match up with the configured numbers. I feel like I don't understand the thing.
