BIG-IP health endpoint?

I'm automating my f5 server install and I can't seem to find the api to check if F5 has started all of its services. Right now my ansible runs right after the F5 is provisioned but I'm running into this error with the api calls. 

The device is starting services required for the communication with the configuration utility.                       This process takes approximately 1-2 minutes.

    Try using: /mgmt/tm/sys/mcp-state

    and wait until it returns:
