Big Ip 1500 grub error

I have a pair of 1500 F5 LTMs running 9.4.4 HF1 they are both unable to open the grub configuration file or run switchboot.

 

 

Running switchboot -l or -d results in the following error:

 

Failed to open boot configuration file: status = 3

 

 

According to the Grub docs this is a disc Read error.

 

 

Any ideas?
