Best DNS Load Balancing Solution

Hi, I am seeking the best DNS load balancing solution for a company I am employed with. Here is the scenario:-

 

 

There are two BIP-IP LTM 6400 devices in active/standby mode balancing IP based traffic to three webservers. We are planning to change this from IP based to DNS based loadbalancing, however, the 6400 LTM cannot perform DNS resolution. Is there any other recommended DNS solution, apart from the BIG-IP GTM (3-DNS) that can be used for this? The BIG-IP GTM (3-DNS) may be overkill for what we need (simple DNS load balancing across three webservers).
