You are requesting the root path "/". So, try this way:

GET /noblewebagent HTTP/1.1\r\nHost: nb-wf-web\r\nConnection: close\r\n\r\n

or this:

GET /noblewebagent/ HTTP/1.1\r\nHost: nb-wf-web\r\nConnection: close\r\n\r\n
