APM Profile Scope

I have a single APM policy set to have a profile scope of "profile". This APM policy is applied to multiple virtual servers which should allow a user to auth to virtualserver1 then have access to all the virtual servers that have this same APM policy applied. Currently I can't get that to function correctly.  My users have to authenticate to the APM policy each time even though the same one is applie to multiple virtual servers. Am I missing something here?
