Is it possible that APM dns (Not GTM) will response to *.FQDN with Vitrual Server IP ?
For Example:
1.1.1.1 > abcd.sitename.com 1.1.1.1 > efgh.sitename.com 1.1.1.1 > ijkl.sitename.com

Can you explain what you want?
Do you want APM reply to dns requests within a vpn tunnel?
Do you want APM to reply to dns requests like gtm but with only one ip?
Do you want APM to reply to multiple http host headers on the same virtual server?

If there is only some records, you can add it in network access hosts record!

You have to create a dns virtual server listening on the connectivity profile tunnel interface with destination address equal to the internal dns server.
Then use the following code to manage dns without gtm license. You have to edit it to manage all requests for your domain
