We currently have a number of complex URL rewriting rules defined on our Apache web server and would like to know, since BigIP is using apache, if it is possible to simply move those rules to the BigIP httpd.conf file or if they will need to be rewritten via iRules.

BIG-IP uses apache only to implement the administration GUI. No loadbalanced traffic ever hits apache. Moving mod_rewrite rules to BIG-IP is not an option in v4.x (v4.x iRules do not allow URL rewriting). If you need this functionality on BIG-IP, you'll have to upgrade to version 9, which has much more powerful iRules engine that also allows to implement equivalents of any mod_rewrite rules (and much more).
