Any tools can test WA performance

Services like Gomez are not actually good for measuring the benefits of WebAccelerator. While you do get the ability to measure from different link speeds and locations from around the world you need to be able to measure the benefits of a first time visitor as well as a repeat visitor. Gomez will only provide measurements for first time visits, there is no way to accurately measure the page as a repeat visitor with a populated cache. The benefits that WA provides with IBR are only measured as a repeat visitor.
