All outbound traffic is going out of COMMON instead of the 2nd partition I want to use..

I have two partitions, COMMON and SECONDARY, both set up with separate route domains, and VLANS, etc... I am noticing that all outbound traffic is using the COMMON partition instead of the SECONDARY partition. For example, if I set up an APM with an OCSP call enabled on the SECONDARY partition, the traffic will go out of COMMON. If I turn off COMMON I do not get any OCSP response back. Only when COMMON network is enabled, traffic is restored. This is also happening if I try and use a forward proxy in any partition other than COMMON. Has anyone ever had this issue before? Maybe I'm missing something simple. Using 11.6.1
