access to floating IP

Hi, we have 10.2.4 HF3 and we need LB to be listening for https on floating IP. I set floating IP Port Lockdown to all, the same to self IPs. But I can connect only to self IP, not to floating. (TCPdump shows SYN comming to LB, but then LB sends TCP-RESET) We use the same schema in another environment where 11.3.0 is running and it works fine.

I need it for iControl script, which then automatically connects to active unit. Have anybody had the same problem?
