About local user account permission of BIG-IP for IControl

Is it possible to create a local user account of BIG-IP just for iControl API access without permission to access the https GUI management interface?   Thanks!

    Nope (at least not the SOAP API). This is one of my major complaints. I would like to be able to issue API keys and revoke them at will.
