11.0.0.1 vs 10.2.0.2

Hello,

 

Is there any major differences between version 11.0.0.1 & 10.2.0.2? Can either be used with all version that support iControl (V9, V10 & V11)?

 

 

I need to write ruby scripts that access all 3 version.
