We have many VIP's whic are down . To do house keeping of this VIP , We would like to know since from when we don't have traffic on the VIP . Do we have any option to check this ???

WIth a default configuration, the virtual server's statistics will provide you valuable information.
Keep in minde they are resetted on each reboot, and are not synchronized between cluster member,

CirrostratusYou may go or take your mouse cursor over pool members to see since when it is down...
or check in FW logs since when you don't have traffic for VS.
