In this case the BIG-IP would be a stratum-1 proxy, not a stratum-2 "server" because we are not actually hosting any time daemon. You would need to create an external monitor to determine if the NTP server is properly returning traffic. Check out this question related to NTP Health Monitors on V12 to get an idea of what you'll need to do.
