when users only access web applications ? (you could or use portal access/SAML/SSO)
when users need access multiple networks services ? (you could depending on services needed)
when users need remote access to email ? (depends since you can config owa or apptunnel for email)
when users require access to a terminal server ? (depends but I think there is a TermServer template on APM)
