When I try to copy and paste this rule I'm getting

 

Rule [connection_limit_http_503] error: line 3: [parse error: PARSE syntax 122 {syntax error in expression " [expr ] table incr "counter_all_requests"[ % 15] == 0 ": extra tokens at end of expression}] [{ [expr ] table incr "counter_all_requests"[ % 15] == 0 }]

 

Otherwise it looks like exactly what I want to do.
