Running 13.1.0.2 at the moment. Had opened case number C2659062 at the time and the engineer informed me that he had reproduced my situation but that this was not on the road map to fix.
Question: When you say "The updated rule list DID change the returned cipher list, narrowed down to 6 cipher" do you mean in the Audit portion of F5 or what is actually being offered by the VS to a connecting client? When testing, all indications on F5 were that the list was updated, but the ciphers being offered on the wire remained unchanged.
