I solved this issues.
first, Azure role assignments.
secound, security value and id in app registration.

EmployeeYou can check the error reason by clicking on the Actions '...', then on Terraform Parameters -> Plan status (or apply status). Please also check the "Accept Subscription Agreement" for Azure instances: https://docs.cloud.f5.com/docs/how-to/site-management/create-azure-site

EmployeeRecommend this. Also, How long did you wait for registration and provisioning to complete? It is not an instant process. Did you verify object creation in Azure? We need a little more information to resolve, but Marcel provided a good starting point.
