Win 10 and Server 2016 clients will not connect. Stuck on Initializing

Do you know what exactly did they update?
Might they have forced TLS_1.3 ?

I do not know the exact update.  I would lean to say they did not force TLS_1.3.  I can connect with Windows 10.
