A bit more information may be helpful. Can you include the output from the following:

tmsh list cm device-group all-properties
tmsh list net vlan all-properties
tmsh list net self all-properties

Placing two BIG-IPs in an HA A/S configuration (more properly speaking, creating a DSC with two members in a Failover group for a single floating Traffic-Group) should not, by itself, create IP conflicts. Naturally, you must not define the same non-floating self-IP on both units.
