Where is the new REST API documentation?

The release notes for 11.4 mention visting devcentral.com to download the REST API documentation... I can't seem to find it, though. Any specific URL someone can point me to?     Thanks,   ...

The getting started page is a good place to start. The links to the user guide and codeshare are towards the bottom.
