When the GTM device is broken, can other normal GTMs be parsed normally?

Hello everyone： our customer has two IPSs, one GTM is deployed on each ISP, and two GTMs are in one synchronization group, and the device is running normally. When IPS1_GTM fails down, can IPS2_GTM only resolve to the address on IPS2? I found that in this scenario, some customers have configured links, and some have not configured links. At this time, if the GTM fails, the link will also determine the DNS resolution result.
