Hello,
we are running versions 12.1.1 271 -> HF1 and other appliance in different place 12.1.2 204 -> HF2
what is the stable version to upgrade to without any upgrade issues
we are running LTM, ASM and APM

impossible to say for sure, specially with the requirement of without upgrade issues.
if you want to stay safe you stay within the 12.1.x release and then the latest is most likely best.
if you need or want the latest features head for the the 13.1.x releases.
everything is possible, but no to guarantee no issues is impossible. be sure to do the upgrade advisor on ihealth.
