Sync - Synchronizes configuration in the HA group.
Enable HA - Creates HA Group.
This means, there is a device available to take over if one of the device fails. However, the new device that takes over may not have the same configuration as the failed device, if sync isn't enabled.
Above info is a high-level overview.
