First of all, you can optimise your Network Access profile with compression.
Secondly, to optimise Web applications, you need to handle these apps from a Virtual Server on your BIGIP and apply a Web Acceleration profile.
This web acceleration profile can make 2 jobs :

Cache content in BIGIP RAM (included with APM / LTM) --> RAM Cache
- This will help the server but not the client if the broadband is bad
-
Optimise caching in client browser --> Need AAM module
- This will help the client by caching all the content in the client side
