I spoke to F5 Tech Support and they had me delete the Forwarding-IP VS and create a new that has the following:

 

 

Network

 

IP --> 0.0.0.0

 

Mask --> 0.0.0.0

 

Ports --> * (All Ports)

 

VLANS --> ALL

 

 

 

That's all and it worked.
