I see it as first upgrade controllers then partitions and then tenants if you want newer than 15.1.4 that is not supported anymore than F5. For the tenants uploads qkview and see the "Upgrade Advisor" if you can go from 15.1.4 to 17.1.5.3 directly (too bad the upgrade advisor is not available for F5OS 😐)
