V13 traffic policy rule with any of gets changed to datagroup

if i'm wanting to create a http uri rule to send to pool-api if the uri starts with /api, do I have to use a datagroup? when I create a rule using 'any of' it seems to get changed to datagroup.

    This is a known issue in version 13.1

     

    This the bug ID 688911 (Edited with correct ID)

     

    The policy works as expected but editing or viewing a policy rule display datagroup instead of real configuration!
