I don't think API filtering is feasible with that kind of granular control. If you have F5 support contract, I would recommend raising a ticket to confirm because the iCR is a new feature that has been seeing significant changes in functionality between different code versions. At the very least, I would say you should be in 12.1 for role based access control in iCR.
