I am running 11.6.0.4.0.420 VE. Performed Update Check. Everything except Geo Location Software Version was reported as up-to-date.

I would recommend to open a case on this.
Personally I have generally turned off the auto update procedure, as it doesn´t work anyway in most client environments, caused high CPU load in case it was not able to talk home and used to turn on automatically for whatever reason (fixed now according to release notes).
