Unable to install F5 fat client on certain dell laptops running windows 8.1

To the previous issue about the client just not working anymore, there are usually two main culprits I see when this happens. The first one being that at some point the F5 created an entry into the Windows host file and it never got removed. I've seen odd behavior where sometimes it will create a host file entry to the external address instead of the internal. I've also seen it happen the other way around. I believe the official response I got from F5 is that it could happen if the user shuts down the VPN client in an unclean way. With the users who reported the issue... I believe that lol.
The second thing that I've seen happen with the client is certain components can get deleted or overwritten and when the user goes back to reinstall, they do it without full admin rights. The problem is, the client will appear as if it was installed correctly but in reality it was not and you get errors while connecting or the VPN will appear as if it connects but doesnt.
