Unable to Access BIG-IP 11.3.0 via GUI/SSH and Console

We cannot modify the password because of MCPD cannot connect? Any idea on MCPD?

 

sh-3.2 tmsh Cannot connect to mcpd Cannot connect to mcpd. Your preferences and aliases will not be available until it comes back up. s) modify auth password admin The connection to mcpd has been lost, try again.
