Timeouts on Dynamic IP's

I think it's a Memory Leak issue, I see a gradual increase in Memory to TMM Service. For now I think I should either bounce the box or either change the Memory Restart Percent. It's pretty high right now. If I changed this to 60% would it just flush the memory and start over. Or is this not recommended.
