"The download of the specified resource has failed."

I get this one from users occasionally and I do not have access to their PCs. Any ideas what this means?     Nothing matches "specified resource" in the knowledge base...

This still happens sometimes even when people are not using a proxy server. . . I wish I knew what else to look for.
