The configuration has not yet loaded. If this message persists, it may indicate a configuration problem.

I renewed a strong box license and after the unit allowed me to login again - I got the above mentioned error.   I just don't want to go-ahead and try and sync the units again in case of a bigger...

Run the following command in ssh on your BIGIP line and look for errors...

tmsh load /sys config verify

Then go to askf5.com and look for articles that may help you. Then devcentral and then Google after that. If no luck come back here with the Error message and we can do some digging for you.
