But to get you started in the right direction, I think what you'll need to do is create a "scripted monitor" in LTM, which is basically an expect script, to interact with the telnet server and pull the banner. (Click here) or create an external monitor that's a shell script using expect in the same fashion (if you want to just check the banner, the 2nd might be more straightforward.)
